Prof. Chow-Yen-Desmond Sim (Fellow, IEEE) was born in Singapore in 1971. He received the B.Sc. degree from the Engineering Department, University of Leicester, Leicester, U.K., in 1998, and the Ph.D. degree from the Radio System Group, University of Leicester, in 2003. From 2003 to 2007, he was an Assistant Professor with the Department of Computer and Communication Engineering, Chienkuo Technology University, Changhua, Taiwan. In 2007, he joined Feng Chia University (FCU), Taichung, Taiwan, as an Associate Professor with the Department of Electrical Engineering. He was promoted to Full Professor in 2012 and became a Distinguished Professor in 2016. During his tenure with FCU, he held various leadership roles, including Executive Officer of the master’s Program with the College of Information and Electrical Engineering (Industrial Research and Development) and the Director of the Intelligent IoT Industrial Ph.D. Program from 2015 to 2018. He cofounded the Antennas and Microwave Circuits Innovation Research Center with FCU and has been serving as the Director since 2016. From 2018 to 2021, he was the Head of the Department of Electrical Engineering, FCU. Dr. Sim has authored or coauthored more than 200 SCI papers. His research interests include 5G/6G/Wifi-7/Laptop/Vehicular/mm Wave antenna design and RFID applications. He is recognized as a Fellow of the Institute of Engineering and Technology and a Life Member of the IAET. He has actively contributed to numerous international conferences as a TPC Member, Workshop/Tutorial/Invited/Keynote Speaker, and TPC Sub-Committee Chair (Antenna) in many conferences. He was the General Co-Chair of ISAP 2021.
Dr. Sim’s involvement with professional societies includes serving as the Chapter Chair of the IEEE AP-Society, Taipei Chapter, from 2016 to 2017, and as the founding Chapter Chair of the IEEE Council of RFID, Taipei Chapter, from October 2017 to December 2020. He contributed as an Associate Editor for IEEE ACCESS from 2016 to 2021 and an Associate Editor for IEEE AWPL from 2017 to 2023. He is currently holding the position of an Associate Editor for IEEE OPEN JOURNAL OF ANTENNAS and PROPGATION, IEEE JOURNAL OF RFID and INTERNATIONAL JOURNAL OF RF AND MICROWAVE COMPUTER-AIDED ENGINEERING. Since 2016, he has been a technical consultant for SAG (Securitag Assembly Group), one of Taiwan’s largest RFID tag manufacturers. Since 2018, he has also been a consultant for Avary, one of the largest PCB manufacturers in the world. Since 2023, he has served as the technical consultant for Merry Electronics Co. Ltd., a world-leading manufacturer of electroacoustic products, and specializes in the design and manufacture of earphones, headsets, and speakers etc., in Taichung, Taiwan. Dr. Sim is a Life Fellow of WAMS Society and strong supporter of Wireless, Antenna, and Microwave Symposium (WAMS) in India having attended and gave keynote and invited talks at WAMS 2022, 2023 & 2024.
Dr. Sim was the recipient of the IEEE Antennas and Propagation Society Outstanding Reviewer Award (IEEE TRANSACTION ANTENNAS AND PROPAGATION) for eight consecutive years, from 2014 to 2021. He was also honored with the Outstanding Associate Editor Award from the IEEE Antennas Wireless and Propagation Letters in July 2018. He is now serving as the IEEE AP-Society Distinguished Lecturer for the year 2024 to 2026 and was elevated as the IEEE Fellow in 2025.

Dr. K .Rajalakshmi Menon is the Director General (Aero) of DRDO. She joined DRDO as Scientist B at Aerospace Surveillance Warning and Control (ASWAC), erstwhile Centre for Airborne Systems (CABS) in 1988 after her MSc in Computer Science from University of Poona. She further obtained her Masters in Engineering in the area of Clutter Characterisation from Airborne Platform and a PhD in the area of Target Recognition from Department of Aerospace Engineering, Indian Institute of Science, Bangalore.
Dr. Menon has made significant contributions in design and development of Airborne Surveillance Systems. Her area of expertise includes System Engineering of Complex Systems, Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), Image Intelligence, Guidance and Control, Battle Management, System Design and System Analysis of Airborne Radars and EW sensors. She rose to the post of Associate Programme Director (Airborne Early Warning & Control) in 2015. She led the System Engineering, Mission System Integration and Flight Testing, which culminated in the induction of the AEW&C system into IAF in February 2017, resulting in India becoming the fifth country in the world to have an indigenous Active Electronically Scanned Array-based AEW&C system.
She has led the design and development of Imaging Radars for UAVs, Fighters, Satellites and manned platforms. Subsequently, as Associate Director, CABS, she led various projects and programmes on Air-to-Ground Surveillance, specifically towards developing the technologies for Intelligence, Surveillance and Reconnaissance (ISR).
